The 21-year-old - whose brother, Romelu, plays for Everton - has impressed at left-back for KV Oostende this season and could be selected to play at Euro 2016, having already featured for the Belgium national team.
Both London clubs are keen to add Lukaku to their squads and would likely be available for around £3 million.
