A fee of around £30m is likely for the 25-year-old uncapped star, who is the top goal-getter in Europe.
He has bagged a staggering 22 strikes in 15 games this season - one more than the Blues in their 17 league games.
Talks to land Teixeira opened while Jose Mourinho was still boss of Chelsea.
But the player is still keen on a move to west London, despite Mourinho having been replaced by Guus Hiddink, who will coach the champions until the end of the season.
It is the 69-year-old’s second such spell after doing a similar job from March 2009.
But Hiddink has stressed he does not expect owner Roman Abramovich to meddle in team selection.
Meanwhile, Chelsea have been cleared of any wrongdoing around their link-up with Dutch club Vitesse Arnhem.
The Blues were investigated over claims they enjoyed undue influence over Vitesse because of the large number of loan players they sent there.
But the independent probe found no evidence either club had broken any rules.
