United are keen to recoup the majority of the £27.5m they paid Everton
in 2013 and are not willing to allow the Belgian to leave on loan,
despite AC Milan's offer.
Manchester United are demanding £24 million for Marouane Fellaini and are not prepared to loan out the Belgian this month.
The Daily Mirror reports that AC Milan have made a loan move for the midfielder, which has been rejected by United.
United
paid £27.5m for the 28-year-old from Everton in September 2013 and are
keen to recoup the majority of that transfer fee, despite the player
struggling to secure a regular role under Louis van Gaal.

Milan are still weighing up a permanent move for Fellaini, who has
become frustrated with a lack of first-team opportunities and is keen
for play regularly in order to win a place in Belgium's squad for next
summer's European Championship
